Chris Devonshire-Ellis:Citing Islamic Extremist Threat, India and China Upgrade Intelligence Sharing
08.12.2009 – India and China have agreed to raise the bar with their Sino-Indian Strategic Co-Operative Partnership and extend it to include intelligence matters, particularly concerning Islamic extremism, where China wishes to tap into Indian expertise in the field.
The initiative has also been given a higher priority in terms of level of ministerial rank that attends. Previously the partnership was attended by the Chinese vice foreign minister and the Indian foreign secretary. Now the meetings and the regular summits will be chaired respectively by Chinese State Councilor Dai Bingguo, and Indian National Security Advisor M.K. Narayanan.
The most recent meeting between the two sides was held last week.
Both Dai and Narayan are already engaged in discussions over China/India border matters, and both have agreed to extend the remit to deal with intelligence sharing over threats “that stem from a single ideology” according to Pranay Sharma, editor of the Indian magazine Outlook which comments on such issues.
Should terrorist activities extend into China and India from Pakistan or Afghanistan, both countries would fight the matters jointly by sharing intelligence and adopting coordinated counter-terrorist activities. Sharma was quoted as saying that as India “has over six decades of fighting Islamic separatists in Kashmir, and has been able to fight Islamic terrorists without antagonizing its own huge domestic Muslim population. It has unmatched expertise in taking on jihadist terror groups.” India also recently denied a visa to U.S.-based Uighur leader Rebiya Kadeer, who Beijing considers the chief individual behind the recent unrest in Xinjiang.
